Inasmuch as the School District has continually had the highest (or close to it) teacher pupil ratio in the state for many years; and even though resources are limited, the District should make a concerted effort to have the lowest teacher/pupil ratio that can reasonably be afforded over time.

3.1. 5-STEP PHASE-IN PLAN FOR TEACHER/PUPIL RATIO IMPROVEMENT(See Manual)
3.2. IMPLICATIONS:
3.2.1. Buildings: As Step III is phased in there would need to be consideration given to the District building plan to provide additional classrooms (approximately 16 for reducing ratio by one).3.2.2. Finance: As the plan is phased in, budget considerations would need to be given for hiring additional teachers. Possibly the voted leeway conversion from buildings to operation could help over the phase-in period.
3.2.3. Productivity Program: Would operate at Dixie and Pine View Middle Schools until the Snow Canyon Middle School is ready (1992-93 school year) at which time the program would be discontinued.
Distribution: Board Members, Superintendent, Associations, Assistant Superintendents, Administrators and Principals.
